Complainant Sangeeta Swain, a Human Rights Activist, in her petition dated 17.3.2015, has stated that on 13.2.2015, one Samuel Bodra, the alleged police informer, of village Pattamunda, PS Pallahara, District Angul, Odisha was murdered by the Maoists. Due to inaction by the police in Pallahara case No.08/2015, she has requested intervention of the Commission. The Commission took cognizance on 30.3.2015 and directed to transmit the petition to the concerned authorities calling for a report in the matter. Pursuant to the directions of the Commission, the SP, District Angul, has sent his report dated 5.5.2015. As per the report, Naxalite group named as Kalinga Nagar Division under the leadership of Sushil @ Pushpak Ku Swami @ Santosh @ Basanta is active in Nagira Gam Panchayat under Pallahara PS, District Angul, which is situated near borders of Keonjhar, Sundaragarh and Deogarh Districts. On 12.2.2015 at 8.00 P.M., while Samuel Bodra was sitting inside his house with his wife and two daughters, about 4 female Maoists of Kalinga Nagar Division, armed with guns, entered the house and dragged him outside where Sushil and others were present. They tied both the hands of Samuel Bodra and killed him by means of an axe. In this connection, on written complaint of Arnadipa Bodra, a Pallahara PS case No.08 dated 15.2.2015 u/ss.147/148/449/302/342/121/121(A)/149 IPC r/w sec.25 Arms Act, sec.16(1)(a)/18/20 UA(P) Act and sec.3 of the Young Persons (Harmful Publication) Act has been registered. During enquiry, it is revealed that previously Samuel Bodra was assisting Maoist by purchasing their grocery articles, dress material, medicine etc. from local market of Pallahara. In the year 2012, one hard core female Maoist namely Liti Mund @ Mukti was arrested by Keonjhar District police from the house of Samuel Bodra. The Maoist Group has killed Samuel Bodra only to terrorize other villagers as well as to exert their presence in that area. He was not the police informer as alleged in the petition. The process for paying compensation has been initiated at DIB, Angul. The Commission has considered the report. A copy of the report be sent to the complainant for her comments, if any, which should be received in the Commission within six weeks. SP, Angul is directed to send within six weeks a report on the status of payment of the said compensation to the next of kin of the deceased, Samuel Bodra.
